David,
The joists over the outboard stringers are not necessary and can be discarded or used as stock lumber for some other job if still in good condition.
Also, if the deck that you are installing is the Glastech style, or any other three piece system, you do not need to use any screws along the inboard joints of the two outboard panels. You really only need to use about three #8 pan head screws on each outboard side.
You do need to run 3 or 4 #8 countersunk flathead screws into the flanges of the center section. Any screws that penetrate the core should be over drilled, packed with epoxy, re-drilled to the correct size, and then screwed down. See the link below...
Check the underside edges of the hatch covers for voids and pin holes. Grind these potential problem areas out and pack with thickened epoxy. If your deck is cored with balsa core, these areas will be rotten with a year and the water within will be there forever...
Caulk the two inboard joints with white silicon adhesive.
