Check out Wikipedia "Law of Salvage." Best as I can tell the industry/insurers recognize boats on land that float away in a flood as subject to salvage.

Around here boats floated all over the place. The guys I know who collected them were able to make a salvage claim. I would call one of the tow boat services and see if they can help. If the boats have an insurer it is usually worthwhile for the person claiming salvage.

I tried a different approach with a 600 watt "Extreme Heater" under the deck between the engines. It has worked out great. Been using the boat all winter and the diesel motors start right up with minimal smoke. This would likely keep a generator warm too.
