Cummins have a penchant for violent pulsation on the fuel systems but it is normal. If your fuel lines are steel braided or heavy wrapped cloth it won't allow fuel lines expand and contract to act as pulsation dampeners. I've had some luck with reducing pulsation by using red stripe rubber fuel hose...

If its between 3 and 5 it's most likely the heat crossover. Most are blocked off at the gasket with a metal plate. Its purpose is exhaust heat under the intake to warm up intake charge quickly and to heat up the choke stove.
If that was intake port, you'd know it.
If anything it would leak exhaust.

If I remember your neutral start safety switches are on the trans. Check your lever connections there and make sure nothing is loose or corroded.
Get someone at the helm to move levers and make sure when the lever moves, the cable moves at same time.

Its the data or comm wires that can pick up magnetic field and interfere with the signal. Run your nav comm wires in a different place. If there is a foil shield in the power or data cables, make sure they are grounded to reduce rf signals also

Whether you go from one station to another, or both stations to the engines there should be no sticky.
Check for hangups where the cable goes into the guide sleeve, the controls themselves where the cables connect to the pivots.
Then down at the trans.
Bend in cables shouldn't be tight.

It is usually the stb engine as most boats have the props spin port ccw and stb, cw.
Performance applications some times have the props spin opposite or toward one another. Better speed but less boat control.
