Hands down, the Groco APHS Hinged Door is what you want. Get the next size up for whatever your through hull fitting is and you should be using a full flow fitting, not the standard. See: http://bertram31.com/proj/tips/strainers.htm

You'd be best served if the tank were coated both inside and out while new... The outside coating could be a cold tar epoxy coating or an epoxy bed liner coating.
