Fuel Problems

I recently ran to fuel problems. Black sludge in fuel. Filters geting clogged to the point of fuel starvation. I am going to change to a multistep filtration recomended at boatdiesel.com.
FleetGuard FF5013 as a first step in order to filte larger particles.
FleetGuard FS1000 as a fuel separator.
Finally going into the "on engine" fuel filter on my 2506bta's.
I will also change hoses and want to clean the fuel tank.
Here are the questions.
Anybody using 2 filters prior to the on engine filter?? I was able to locate the FS1000 but not the FF5013. Anybody have a another brand suggested.
But most importantly my question is what is the best way to clean a fuel tank. I notice my fuel tank has a top part that can be removed (about a square foot in size). I was thinking of taking that off and taking fuel out untill it was all gone. Then puting clean diesel and stirring it up. Doing it over and over until clean.
Does anyone have a method of cleaning a tank???
