Rear Bulkhead and Alum Tank

I am installing Alum Fuel Tank and taking advice against foaming in place.

A new point of concern is with the rear Bulkhead, the one behind the tank, sealing off the tank compartment. If I replace this bulkhead, the tank will sit in a puddle of water if water should find its way into the compartment. Before the foam kept the water out, or I guess was supposed to. If I leave open or make weep holes for water to travel thru, the tank may sit in water from time to time as bilge fills. It will be Coal Tar Epoxied but...

Just wondering what other have done.

I am leaning towards bulkhead and weep holes.
