DON'T bed the SS rub rail... Somewhere down the line you'll need to replace a section and you'll appreciate the fact that you didn't bed it. I use 1 1/2" screws even for the SS rub rail so that they also catch the fiberglass flange. If you want to back off to 1" screws then there little likelyhood that you penetrate deep enough to even be a condideration of a leak.

Bedding of the PVC gaurdrail really isn't necessary either, but rather a good caulking with acrylic caulk at the time of installation. But you've already passed that point...
