Sorry but I really don't know the answer for the B28, other than to say that the dead rise is almost the same. The B28 has a wider beam to length ratio than the B31 and doesn't have the reverse chine. Logic leads me to think that the B28 has a higher hull speed than the B31. 40kts sounds plausable as still a safe speed for a B28.
It's kind of a mote point though, because there just isn't enough engine space to cram in anything much bigger than a 4LH 240hp Yanmar. With that power plant your WOT speed would probably be very close or just below a B31 with 6LY Yanmars. Around 32 - 34 kts...
Wouldn't matter how big a gas engine you could fit. The torque from gas just isn't enough to swing a large prop like a smaller hp diesel could with a 2:1 transmission ratio.
