That design modification is done by Regino Cabrera in Miami, FL & his son, Rey Cabrera in Loxahatchee, FL. It's also supplied as at kit by either Cabrera.
The only time it is of use is when a B31 is being diesel powered with more than 330hp per side. Actually referred to here as "prop pockets" since it's too shallow to be considered as true tunnels.
The purpose is to reduce the normal 15% shaft angle to 10% and allow for swinging a larger diameter wheel.
The effect on resale value will come from the great expense of the pockets installation and the associated larger engines, usually up to 440hp.
In all reality, (as has been stated and discussed on this forum for over 6 years), anything over 300 - 330hp is a waste of money when fitted to the B31 and a potential hazard to safe operation. The B31 is not a good "Go Fast" hull design. If less than 32 kts is too slow, look for a different hull design.
The B31 has a 35 kt hull speed. Meaning that 35 kts is the fastest this particular hull design will run safely. Over 35 kts and the B31 begins to become a dangerous ride. Even at 32 kts the ride becomes very tender. At 35 kts it's becoming squirrely...
