The other thing to consider is deterioration of the fill lines and vent hoses leading to the tank that could be dripping/leaching into the tank. Seems those early lines and gaskets were also not deemed ethanol resistant. The amber color, bad smell and tobacco grounds residue seems to be common...not that any of us know what the hell to do about it.
