I had something like that too.

I drained most of the gas out of my tank in the fall; Burned it in the truck. There was a little left in the bottom with a tiny bit of crud in it. It wasn't an alarming amount. The inside of the tank, as far as I could make out was in fine shape.
This spring I went to drain the last of the dregs out and found handful upon handful of stuff that looked like algae or something. Brown and sort of hairy/fluffy forms in about 1/4 to 1/2 inch clumps floating near the bottom. When I pumped this stuff out it filled up one of those clear plastic inline fuel filters after about 3 gallons of it went through, but it didn't seem to clog it too badly. In the fuel filter it looked like coarse coffee grounds.
The fuel itself was brown and smelled awful.
I have no idea what it is.
