Probably fixed it. You said you drained and changed the Racor, make sure you change the secondary (spin on) fuel filter as the usual syntoms on the 6BTA 250 of a clogged Racor (primary) is varying rpm, and on the clogged secondary just a decrease in rpm. Reason is the Racor is on the suction side of the fuel lift pump and the spin on is on the pressure side. Sure you know this already, but be sure to fill the secondary spin on with clean diesel before installing (same with Racor) or you will air lock the sucker.
