Dave,

I recommend, (and supply with my livewell), the SHURflo Bait Sentry 1100. It's designed exclusively as a bait tank/livewell pump. Mounts to a 3/4" NPT through hull, has a 3/4" "T" off below the pump body as a supply source to another pump, such as a wash down pump. Under $100 depending on who you buy it from. Puts out over 50 gallons per hour at a 3' head. 3 Year warranty
