Matt,
I've seen so many blisters that there seems to be no flat surfaced untouched.

I would not under any circumstances gel peel the hull.

Grind all the blisters out, let dry if wet then fill with epoxy filler just for blisters.

Do the same for the cracks if you feel they are not just surface cracks assuming you have already ground off any bottom paint down to the gel coat.

When done barrier coat the bottom before paint to seal.

If you can post some pics, it would help with the diagnosis.
