Mike,
With that much drop you were just about to loose the rudder entirely...
You should have a locking collar on each rudder shaft. The collar is like a bronze donut with two set 1/4" screws. Once the rudder is in the proper place, remove the set screws, drill a mark on the shaft using a 3/16" bit using the holes in the collar as a guide.
Once marked, remove the collar and drill a nice dimple, one for each set screw, using a 5/16" cobalt bit. The dimples should be about 1/8" deep. When you reassemble use red Locktite on the set screw threads.
