Steve... my B28 is out of the water now with the aft deck off. You are facing what I also faced in all probability. The rust you are looking at is probably not from salt water but the grounding strip has probably broken off from a number of areas, rudders, engines, etc. It is not an easy job. You will see the copper bonding strap running around the gas tank.

One fix is to mount a new zinc on the transom then start running new cable to this zinc. Your
zincs on the shaft will help the engine but they may have been replaced too late and that is causing your "rust". In fact it is ungrounded galvanic action. Check it out..
