Rudders

I've had a few posts about my steering and received excellent advice as usual, thanks.
I mentioned the problem to one of the yard mechanics, just before I started to disassemble the steering connections. He looked under the Annie M and noted that the port rudder had dropped about 1 1/2 - 2 inches.
he said this may be the reason for the lack of mobility in the rudders.
Has anyone had any similar experiences?
Kindly advise.
