Ernest,
Propping to turn up 3500-3600 under a full load is where you need to be I have been told. Our old boat seemed to work best in that range ~3600 rpm WOT. We had it lower at one time ~3400 rpm but the engines seemed overloaded...slow on step and lots of black smoke. Sacrificed a little speed though.
