Hmmm... Maybe the thing to do is to get one inspection by a surveyor (home or boat) and then follow up with a bid form a boat yard (or contractor if is a house) to "Do a complete renovation and fix everything that needs fixing" I'd bet the yard's inspection would be much more thorough, and the real truth would be some place in the middle.

Meantime ask to see some insurance information of any surveyor or contractor you are thinking about using. If he is insured for his work he probably takes his business seriously.
