Looks more like no maintenance at all. Total neglet. If a summersion occured you would most assuradly notice some type of engine problem during sea trial. The only way I would approach a boat like this is to purchase it at hull price. Engine mounts rusted is normal if you don't take care of them so are the other metal parts. Rust is also normal on the rudder bearings if you don't use corrosion X or other good lubricant. So serious neglet is what I see from those pictures. I agree in what Vic says. I've been through situations similar to this before. It is very hard to prove neglet as judges tend to feel sorry for the struggling mechanic, boat yard guy etc.
I always let my feelings known when I see rust even half as close as that as it infuriates me as how someone can be so lazy as not to squirt some oil or spray some paint on things. They just should not be owning a boat cause it's not as easy as a car or truck. Hope you come out OK. If it runs OK all the rest is serious clean up and replacement in some cases. Dave K
