resin over West

Can this be done.

The toe rail is the next project. It is all balled up and needs some significant grinding to get back to good glass. I like the West System with cloth and stitch mat for strength but after that its kind of a bore waiting for coats of filler to kick off to build and fair.
I'd like to use some polyester product over top of the West but have understand its hit or miss as to the reliability.
Does anyone know the right way to make resin stick to finished West Epoxy.
