Cutting out old tank

?? Are there any disadvandages of cutting the top off of the old fiberglass tank and placing a slightly smaller tank in it than foaming that tank in.This is in regards to a 28 bert 165gal tank. It will than be water proof. Any downside to that besides loss of a few gallons?
