Steering

I had a problem late last season with my teleflex steering. It was seizing. I was able to work it out. However, I never did lubricate it from the bridge down as several contributors suggested.
I went on board after taking off the covers and was overjoyed to see that the wheel, though somewhat stiff still turned.
I turned it in both directions about 2 1/2 turns from port to starboard. After fully turning I went down and checked the rudders. They appear to be only moving 10-15 degrees off dead center. I was told never to force anything on a boat so I moved through the 2 1/2 turns several times. The angle of sweep did not increase.
Can anyone kindly advise what is a normal rudder sweep? If I'm out of whack as I think, what should be my next step?
