Unless you have a severe blister problem, a gel peel is not the answer.

Not uncommon, about half the 31's I've worked on had blisters.

they ranged from dry, not broken to broken with water intrusion.

If any have water they should be ground down, dried and filled.

Without seeing the bottom its hard to determine the exact course of action.
