Boat Blisters/Delamination

In exmining the bottom of my boat this past fall, I noted the existence of blisters. While these are apparently rare on Bertrams, they were definitely there and in looking closer this spring, it appears the gelcoat is real dry and flaking/delaminating. My yard has suggested that the extent of the problem requires a full sand blast to further determine how extensive it really is. They have also said worse case scenario is that the outer layer will have to be peeled back and recoated with epoxy barrier, etc. and that once done (@ ~$300-$400/ft) I should be good to go for another 10 - 15 years. I think the yard is reputable and knowledgeable and, unfortunately, my prognosis last fall was about the same. Any comments on this would be greatly appreciated. Thanks.
