Coating interior of tank?

Faithful, It's been a while since Iv'e been here, but last week I had a conversation with an old friend, and he blurted out "Why don't you just cut the top off the existing tank, clean real good preferably w/Styrene, sand, clean again and coat interior of tank with two coats of epoxy, than re-glass the tank back together with epoxy?" can this work???
