Dave,
I would say yes as long as your welder is used to doing marine exhaust systems.
There are no short cuts and unfortunatly no price cuts for a proper made stainless outlet.

I've seen good ones last 15 years or more and bad ones less than a year.

Make sure a tab is welded on the outside for a bonding wire and ask him if he cleans, descales and passivates his work.
(passivation is done to remove any "free-iron" from the surface of the metal, which enhances the corrosion resistance of the stainless steel surface)

Stay away from the stock unit.
