What you will need to do is create a solid epoxy shim... First mark out the area that the hinge plate covers the transom and grind away all bottom paint and gelcoat down to raw fiberglass. Let your grinding exceed the marked area by about 1" all the way around.
Temporarily mount the tab at the center of the plate & epoxy, to the transom, an appropriate spacer at each end of the hinge plate and allow the epoxy to cure.
After the spacers are fully bonded to the transom, remove the tab and tape the back side of the hinge plate with cellophane boxing tape. Wax the tape with a good paste wax, preferably one designed for mold release.
Coat the area to be built up with unthickened epoxy and wipe away all excess resin leaving the surface drip and sag free. Allow this primer coat to cure to the point that tacky, but no longer liquid.
Mix a batch of epoxy thickened with cabosil and milled fiberglass to the consistancy of stiff peanut butter. Pack the thickened epoxy onto the area, re-attach the trim tab and press the outer ends against the spacers and secure each end with a single screw.
Clean away any excess resin and allow to cure for 24 hours. Remove the tab and patch in any voids, refine to what ever degree makes you happy and re-apply your bottom paint.
You are now ready to do a more permanant installation of the tabs.
