Having worked in this fiel as a kid let me offer some inside help. Find yourself the coast guard approved floatation foam-it doesn't hold water like the coach cushion material. Cut the foam about 1/4 long all the way around because it will shrink a little over time. The flat marine vinyl will be easier to staple and work with if you've never done this before. If momma or you can sew use the quilt for the panel and sew a band and some piping for the edge. Another shot of piping stapled to the back of the backer board makes a neat finish. Be sure to use monel or stainless staples for the backer board. Azek in 1/2 in will hold staples well. You can also find stainless 1/4-20 T-nuts to drill and hammer in the back side so all you have to do is place the bolts in from behind(be smart use only the length you need). This saves the agony of scratching the fiberglass because all your 1/4-20's are always sticking out. Walters right with the grommets they do help with drainage- this is more the case when the wrong foam is used.
