Any substance in solution in the fuel will not be affected by an additive unless it is designed to chemically change that substance into a form that will combust or atomize without leaving said deposits.

If it's the resin or gel coat, ain't nothing you can do except use a fuel that won't disolve it or use a tank with resistant material.

If its years of varnish and other deposits, I would drain the fuel tank, pull the deck and drill 4 6 inch holes so that the tank can be gotten to ( the fill and pick up plates could be two) and use a solvent that won't touch the gel coat or resin and circulate it in the tank for hours or days if need be then suck out mixture and do again till the fluid comes out clean.

I done this before using fluid from a parts washer tank where a guy had a neighbor dump sugar in his gas tank.
