John,
You;re down to the base layer of the growth "cement". What's sometimes referred to as shark skin. Wash your running gear with muriatic acid and it'll come off in a flash. Rinse with plenty of water.
Check with the powers that be where your boat is hauled about EPA regs & their own rules. You may need to lay out heavy plastic sheeting for containment & comply with hazmat disposal.
If you can't use acid, you'll need to resort to sandpaper, or pull the wheels and do the acid at home...
