Absolutely true, if you overheat ss the copper/chrome and nickel lose their interstitial bonds with the Iron and carbon then precipitate out of the Heat Affected Zone (HAZ). An overheated weld will show this precipitated copper along each side of the HAZ, as a copper color. The center of the overheated area will be dark grey or black just like any common cold or hot rolled steel.
Many of the cryogenic tanks on the Atlas, Titan and othe ballistic missles use 0.035 and .020 thick stainless for tanks and they are WELDED.
FThe joints must be carefully designed and the welder must have the skill to properley weld the joint. A properly welded ss joint will have a Light straw color and will be superior in mechanical properties to the base metal around it.
