It is my understanding that as you said "towers in the days of old cracking" Was due largely to fluctuating temperatures during the welding process. This is no longer the case with tig welders and the like. I recommend you speak with Doug from Nautic Marine tanks. He called Hogwash on the SS tank becoming brittle theory.
I also understand the bladder theory and have a hard time believing that as the bladder contracts with the fuel being removed, what will keep it from rolling in the old tank? There will be space between the bladder and the old tank. But this is all good, we need a solution and it will probably be thought of on this site before anywhere else!!
