Stan,
While most of the time water in fuel is fresh water, salt water being heavier will actualy seperate better.

In backyard bio diesel making, you use salt to pull water out in the mixing tank.

I would circulate it for a few hours in the tank.
After the water has drained off, I would add an additive such as standyne or other brand for conditioning the fuel and an algacide while stirring the tank.
