Japan Radio Company has in the past made reliable equipment. The early color scopes were revered as superior to Raytheon (I believe the companies are now one and the same) JRC is the more commercial of the product as I understand it. Reliable and no frills would best describe it.
With regard to the hard top mounting. If you have aluminum plate to back the installation and are comfortable with throwing up to 35+lbs of extra weight on the frame then go for it. My personal thought is that the less weight on the top of a B31 the better. If it is a B31 a 4kw is plenty as the boat isn't high enough off the water to benefit from the higher power (You run out of horizon for accurate long range pictures)
