Grind it off. My 66 31 Bahia Mar showed tiny stars or cracks through out. After using corn to blast the hull, the reason for the stars was revealed. Someone painted over the crazed gelcoat and over time tiny stars or cracks covered the entire "painted" area. Top deck is original gelcoat and looks good. Hull sides and small area in bow taken down to green and clean. 67 hours of careful grinding later..going the awlgrip route on the hull and deck, using west system barrier on the bottom 3-5 coats of epoxy.
