You would have to sand off the old gelcoat. New gelcoat has no quality in it to stop the crazing from coming through or continuing.
Awlgrip paint system or other two part paint systems is the way to go. Awlgrip is the prefered because of its durability.
The key is the epoxy base primer. In heavily crazed boats Awlgrip makes a primer called High Build. Extra expoxy formula and equal to three coats of regular primer. But you don't get out of sanding, 320 grit to the high build, then regular Awlgrip expoxy base primer and 320 grit again, and then the finish coats.
Awlgrip is the best, but not cheap and not for the amateur. I did LESLINS but I work in a boatyard that does Awlgrip.
Barrier coatings are formulated strickly for below the water line useage.Keep Smilin
