When I had my rudder ports rebedded we applied something my mechanics called fiberglass putty to the flange of the port. When the port was inserted back into the hole in the hull, the putty squeezed out around the flange. We aligned the port vertically and inserted the bolts and snugged the nuts up to hold the port in place, but didn't tighten them all the way up. The next day after the putty hardened, the bolts were tightened up. Hasn't leaked a drop ever since. Hope this helps.
