As long as the spacer (angle) blocks are good and the rudder posts line up, clean it all up with acetone and re-bed with 5200. There is simply nothing better under the water line than 5200.
5200 has a tremendous adhesive and sealing ability, but not much in the way of shear tolerance, so make sure the rudder port and the fairing block are lined up, then coat with 5200, take up the rudder post attaching bolts about half way till the 5200 oozes out, let the 5200 set up, then tighten the rest of the way. Point is you don't want to use the 5200 as a spacer, just an adhesive and sealer.
