I am and he is.
The blame is with Katrina and then Rita. As you know he sunk his barge in there because of them and didn't want it too deep, then is doing his part in the reconstuction effort while I sit and wait. Plus the Reel Relief has a roof over her head.
Five years from now it won't matter.
