Any good auto or marine upolstry shop will have a foam backed headliner. It is not that expensive to get a few yards needed for a B31. I wouldn't even bother trying to re-glue what you have. Once the foam backing goes, forget it. Pull it all off, clean the surface, and use a quality spray-on contact cement that will not eat the foam.

A little additional work, but you may want to consider replacing the ceiling altogether with a PVC board such as Azek. It looks sharp, is easy to clean, and you will never have to replace a headliner again.
