I had to add larger backing plates to my arch and used 8x12" pieces of 1/4" aluminum. First, I rough sanded the inside of the FB cowling and also rough sanded the aluminum. Then, I used 3M's 5200 and applied a nice thick and even coat to the aluminum and re-drilled the holes from the outside. When I put it back together, the tension of the bolts cause the 5200 to slightly ooze letting me know I had a good fit and it was snug. Once the 5200 was dry, I coated the whole thing with CX.
The tower builder had used 4" round material as backing and I did not think that was enough.
