Aluminum is an "active" metal. It will begin to oxidize immediately if the bare metal is exposed to air. I don't think you can sand without removing the anodizing. Even buffing is iffy.
Bare aluminum turns a dull gray when it oxidizes. If left alone, it will stay that way. Of course, the presence of salt water will create that wonderful white oxide and cause the pitting that we all hate! Once you get the aluminum bare, your only recourse is to coat it with something...a two part paint over a good base of primer is the best choice. Lots of work but the results are real good.
