I have had excellant results with using Formsby's Lemon scented furniture oil on Formica (Laminated surfaces) as well as Penetrol. The Formsby's smells better and lasts just about as long.

For exterior application of the Formica (small texterued outside surface)I used thickend epoxy for my bulkhead application per Patrick's method. They do make a waterprof contact cement now however. I have never used it but I know it is available. As Vic mentioned the trick is using the counter top laminate (Home Depot) is OK and not the thin laminate they use for cabinet sides.
