I went over the regulations from the Coast Guard and from what I read they really don't care what you use and long as it does not leak.

Plastic tanks fall into an area that seems to have certain criterea, such as drop tests when full. But construction is really up to builder.

Pressure testing is is only a few pounds and fittings need to be set up to correctly as grounding straps and the like. maybe I missed something along the way.
