There was a thread on this a while back. The general thought regarding bulkheads is that bulkheads shouldn't be cut net to the edge and glassed tightly . They should be roughly 1/4-3/8" short. Then tabbing should run in a radius to hold the pieces in place, the amount and size of the tabbing should be sufficient to carry the expected load of the piece.
