Phil,
Sorry you had a problem!
Dollars to donuts the surface was either contaminated, damp with moisture and/or was not properly primed with un-thickened epoxy prior to fairing...
Whether painting, gelcoating, epoxy fairing or doing any other surface treatment, the surface has to be chemically clean and bone dry.
For epoxy fairing, the final prep is to wash the surface down with denatured alcohol, using paper towels. The alcohol is allowed to flash of for at least a 1/2 hr. The next step is to completely wet prime with mixed, but un-thickened epoxy. Wipe all the excess epoxy away with paper towels.
This will assure that the epoxy has penetrated all the pores of the fiberglass and is only in film thickness. Allow the epoxy prime to tack up for several hours, but not cure out.
Once the prime has cured to a non movable, but still sticky, surface the first layer of fairing mix can be applied.
If more than one layer of thickened epoxy is needed, it can be laid down before the previous layer has fully cured. If fully cured and sanded before the next layer, the alcohol wash should be done again.
Prime coats over clean surfaces are the key to adhesion...
