If I remember correctly...
as per David Pasco,
I attaced the feet to the tank only. I used a liberal amount of 5200 on each plastic foot. Can't remember what the material was, I bought a small 1.5" thick sheet of it in Mcmaster Carr. I cut the strips on a table saw. Delrin was way to expensive, but it was a similiar easy to machine white plastic.per Capt Pat....
I foamed it in with expanding Polyurethane foam, not sure if it was flame resistent or not, but it was about $50 a gallon. I used captain Pat's advise and covered the tank in plastic so the foam didn't stick to it. After foaming the tank in I picked it up and removed the plastic and adjusted the foam so that water couldn't lay near the tank. The foam pretty much only touched the tank in few places, but the feet where all imbedded in the foam, and thus the tank can't ever move.
Because there is so much flexing in the hull as you go through waves, I didn't feel like there was a better way to secure the tank. The foam is forgiving yet combined with bulkheads and strings is strong enough to keep the tank from moving.
If I opted not to use foam, as Pascoe suggested I didn't know how I could have prevented the tank from moving, without making it so rigid that it could get stressrf from the hull flexing.
Like I said, a hybrid of both their approachs worked for me.
But there are plenty of other ways to do the job.
Good Luck
