Take your voltmeter and touch the neg wire to the end of that white wire. Touch the pos wire to the hot wire on your switch. If your voltmeter reads 12+ volts, it's a ground. If nothing happens, switch your voltmeter to the continuity setting. Touch one voltmeter lead to the questionable white wire and the other to your other white wire. If your voltmeter reads continuity or beeps, it's the other end of that wire or circuit. Usually, your bilge switch has two leads coming out of it that in the float down position breaks your circuit via the ground. Could it be that each of your white wires should be connected to each of the two float switch wires?
