I had the same problem years ago in New England, the boat was on a mooring in front of my house. The 31 will tend to settle bow down with a lot of water in the bilge. That jumper wire is not original factory wiring. The white/black/purple is the positive 12v direct to the cartridge fuse,then to the battery, white/purple is 12v to the toggle switch and there should be a plain white wire for negative 12v. side. I found that someone had put a butt connector in the 12v feed under the cabin floor board in front of the sink area and didn't heat shrink the connection. That connection failed and the boat had water over the stepdown in the V berth and almost sank.
I have rewired the entire boat with tinned marine grade Anchor cable. I got rid of all the old factory wiring both AC and DC and replaced the household style panel with a Blue Seas panel with breakers for each pump(3-2000 gph Rules with covered auto float switches). Now I have over 20 breakers that are marked correctly for each function and a battery condition test switch.
The original factory wiring was good back then but time,overloading,corrosion, heat and stress have taken a toll on our boats in the past 40 years.
As a surveyor I urge all the faithful to keep a close watch on your electrical systems and if you have any doubts replace the whole system don't just add a few new wires. I know it's expensive and time consuming but it's better to have boat than a pile of ashes or an artifical reef.
